Preliminary FY 2026 IDEA Part B Flow Through and Preschool Allocations
Preliminary fiscal year 2026 IDEA Part B Flow Through and Preschool allocations, as well as Nonpublic Proportionate Share estimates for each district in both programs, have been calculated.
If you have already submitted a consolidated FY 2026 grant application, you may submit an amendment based upon the revised allocation loaded in eGMS, but it is not required.
Please note the following important information:

The allocation files reflect the amounts for all districts that will receive FY 2026 IDEA Part B funds directly. Districts are still grouped with their respective cooperatives.

All districts will complete the FY 2026 IDEA Part B Flow Through and Preschool Consolidated application.

The program is labeled "IDEA Part B - Consolidated Application" in the IWAS system.

District superintendents have been granted automatic approval and access to the FY 2026 application. Other personnel who wish to access the application can request authorization by clicking the "Sign Up Now" button. The district superintendent or administrator will grant authorization and appropriate access to use the system.

Some districts are required to complete a separate budget for the 15% set-aside for Coordinated Early Intervening Services (CEIS). Others can do so voluntarily.

Districts that complete a CEIS budget will have a separate project created in the Financial Reimbursement Information System (FRIS) from the electronic Grants Management System (eGMS) when the FY 2026 initial application is approved.

In order to receive reimbursement, districts will need to submit separate expenditure reports for the primary IDEA Part B grants. See pages 26-28 of the Grants Policy Handbook for guidance on expenditure report completion.
As a reminder, federal grants are vouchered every Wednesday. Approved cumulative expenditure reports submitted on Tuesday evening will be loaded the next day and processed for payment.
At minimum, districts must submit cumulative expenditure reports on a quarterly basis (i.e. through Sept. 30, Dec. 31, March 31, and June 30).

Allocation Variables – A narrative summary of the allocation and non-public proportionate share process can be accessed online.

2024-25 Public Enrollment – Reflects resident PreK-12 district enrollment taken as of Oct. 1, 2024.

2023-24 Nonpublic Enrollment – Since the 2024-25 enrollment is incomplete, the final 2023-24 Nonpublic Enrollment file is being used. Enrollment for 2024-25 will be used for final allocations.

The 2024 Illinois Department of Human Services (DHS) Low-Income Student Population data was not available at the time of calculation; 2023 IDHS Low-Income Student Population data for FY 2026 was used instead. The 2024 DHS file will be used for final allocations.

Allocations – Because most of the primary data sets are incomplete and to minimize downward amendments, allocations are computed at 90% of the estimated FY 2026 amounts.

Final allocations will be computed in the early fall and will be consistent with prior year methodology.

The Nonpublic Proportionate Share (NPPS) set-aside amounts utilize the final Dec. 1, 2024, special education child count and the parentally-placed nonpublic students identified as Fund Code L, P, or N.
Final 2024-25 enrollment will be used when final FY 2026 allocations are computed in the fall.
If a nonpublic school does not appear in the list, it is due to one of the following reasons:

The nonpublic school was reported as “For Profit.” Per federal rule, only enrollment reported from nonprofit elementary and secondary schools can be counted for distributing 85% of the remaining IDEA Part B grant funds to all local education agencies after the base year has been subtracted. [See 34 CFR 300.13, 300.36, 300.705(b)(3)(i)]

The nonpublic school is also an ISBE-approved nonpublic special education program. The nonpublic school enrollment was removed since students placed by their home districts in a private facility should be included in the enrollment reported by these public school districts.

The nonpublic school did not choose to register and report enrollment this year.
